Born and raised in Spokane, Washington Mr. Kuhlman graduated from Eastern Washington State University in 1970 with a Bachelor of Arts Degree in Journalism/Sociology after serving with the U.S. Army in Vietnam.
Mr. Kuhlman began his career with the Drug Enforcement Administration (DEA) in Seattle, Washington in 1971. In 1978, he was transferred to Bogota, Colombia and in 1983 he was promoted to Resident Agent In Charge of the Cali, Colombia Resident Office. In 1987 he was promoted to a Supervisory position in Miami, Florida. In 1990 he was transferred to DEA Headquarters in Washington, DC serving in the Office of International Programs.
After completing his Headquarters tour of duty, Mr. Kuhlman was assigned as DEA’s Country Attaché in Santiago, Chile and in 1997 he was promoted to Assistant Special Agent-in-Charge of the Portland, Oregon Office—retiring from DEA in December 2000.
Deputy Director Kuhlman brings almost 30 years of experience as a DEA agent to his position as Deputy Director of D.A.R.E. International, which he has occupied since March 2001. Director Kuhlman’s area of responsibility is Europe, Asia (excluding China/Japan), the Caribbean, Colombia, and Brazil.
